Bio
Graduated in Law in 2005 from the University of Bari and member of the Bar of Bari since November 2008, his practice focuses primarily on administrative law, with consolidated experience in the areas of State-owned property, urban planning and environmental law, telecommunications, regional healthcare legislation, and public procurement. Admitted to practice before the higher Courts.
He holds a Ph.D. in Maritime Law and has taught in university courses and master’s programmes, as well as training initiatives abroad. He is the author of the monograph “The Sustainable Ship. Zero-Waste Strategy on Board and in Port,” published by Cacucci Editore in the series of the Ionian Department of the University of Bari, and of numerous publications on port law, coastal planning, maritime State property, and air and road transport. He has also been a speaker at conferences and seminars.
Among his most significant professional experiences is his advisory work for the Albanian government on the adoption of legislative measures concerning maritime navigation and recreational boating, as well as his participation in several INTERREG projects, including the European Union Strategy for the Adriatic-Ionian Region (IPA ADRION), ALMONIT MTC (IPA CBC), and AI SMART (V-A Greece–Italy 2014/2020). Within these initiatives, he dealt with regional interconnection, maritime transport, port infrastructure, sustainability, and State aid. He has also collaborated with research groups on the development of port infrastructure in the Apulia region.
From May 2020 to August 2025, he served as a member of the Management Committee of the Port System Authority of the Southern Adriatic Sea, appointed by the Municipality of Manfredonia.
